Chief Executive CY Leung says he cannot promise the abolition of functional constituencies in 2020.
Speaking to media today, Mr Leung said the Government will consider any proposal that complies with the Basic Law and the National People’s Congress Standing Committee’s decisions.
He said many people opposing the committee's decisions have a misconception that Hong Kong can decide the Chief Executive electoral method on its own.
He said Hong Kong’s Chief Executive, no matter how he is returned, must be appointed by the Central Government.
There are only two options for the electoral method in 2017 - either keeping the current system or implementing universal suffrage in accordance with the committee's decisions - he said.
