The Task Force on Constitutional Development today submitted a report on the recent community and political situation in Hong Kong to the State Council's Hong Kong & Macau Affairs Office.
The report, submitted outside the 'five-step' constitutional process, reflects truthfully the events related to constitutional development, and opinions and aspirations expressed by different sectors of the community from August 31 to December 15 last year in Hong Kong.
It covers relevant events and views obtained from public sources to the best of the Government's knowledge, including events relating to constitutional development during the report period; relevant statements made by various groups; and relevant opinion polls conducted by various organisations.
The Government noted that constitutional development has all along been an extremely controversial issue. After the National People's Congress Standing Committee's decision on issues related to selecting the Chief Executive by universal suffrage and the method for forming the Legislative Council in 2016 was adopted on August 31 last year, there are still quite divergent opinions in the Hong Kong community regarding how to implement universal suffrage for the Chief Executive election according to the Basic Law.
There were also suggestions that the Government could reflect to the Central Authorities the opinions of different sectors of the community since the end of August last year regarding the NPC decision, as well as constitutional development in future.
