Policeman jailed for false information offence

A Police chief inspector has been jailed four months for inciting a man to give false information to the Independent Commission Against Corruption.

 

Ma Lung-sang, 55, was today found guilty of one count of incitement to knowingly mislead an ICAC officer.

 

Deputy Magistrate Judy Ma said as a law enforcement officer, the defendant had knowingly broken the law and a custodial sentence was required.

 

In December 2004,  Ma borrowed $100,000 from a friend to complete the purchase of a property. In February last year, he made a partial repayment of $25,000 to the man. Fearing the defendant would not repay the outstanding balance, the man reported the matter to the Complaints Against Police Office, which referred the case to the ICAC.

 

Last October 21 the man gave a witness statement, and Ma was alleged of accepting the loan, without the general or special permission of the Chief Executive. When interviewed by ICAC officers, he said it was the man who borrowed the money from him.

 

On January 6 he man went to the defendant's office, pressing for repayment. During the meeting, Ma asked the man to change his statement to the ICAC. A week later, the man went to the ICAC asking to change his statement. The man later admitted that Ma had asked him to give false information. He arranged to meet Ma again on January 16. During the meeting, Ma taught him how to change his statement. The defendant was later arrested.
