Policeman convicted of perverting justice

A Police Constable has been convicted of perverting the course of justice by helping a police suspect falsely present himself as an informer.

 

Wai Ka-ming, 37, was found guilty on one count of conspiring with Chak Tsan-wing, a pub operator, and Gary Lam, a suspected triad member, to pervert the course of public justice between June 7 and December 31 last year.

 

The Kowloon City Magistracy's Magistrate Sham Siu-man adjourned sentencing to January 3.

 

On June 7, 2004, Police arrested Chak for suspected drug-related offences and he was subsequently released on bail.

 

Lam arranged for Wai and Chak to meet him at the Yau Ma Tei Police Station on June 11, 2004.

 

Warrant issued after Lam failed to appear in court

Wai suggested orchestrating staged drug arrests, so that Chak could falsely present himself to the Police as an informer to reduce his criminal liability in the prospective prosecution for drug-related offences.

 

At Lam and Wai's request, Chak paid $114,000 to Lam for arranging the staged arrests.

 

Chak had earlier pleaded guilty to his role and will be sentenced tomorrow. A warrant has been issued for Lam's arrest after he failed to appear in court on September 2, 2005 as scheduled.
