The Independent Commission Against Corruption's Director of Investigation for the Government Sector Gilbert Chan has resigned for personal reasons, and any speculation about his departure is unnecessary, Commissioner Raymond Wong says.
Chief Executive Donald Tsang said any speculation about the Government's intention to 'tidy up' the ICAC is totally unfounded, stressing the commission's work will get his full support.
He pointed out the ICAC is the foundation of Hong Kong's prosperity, ensuring a fair and graft-free society. Since its establishment, the ICAC has built up Hong Kong's reputation as one of the most honest cities in the world.
Mr Tsang said he has full confidence in the work of ICAC and believes it will get the support of the society.
Long-term succession plan
In a statement issued today, Mr Wong said the ICAC has long-term succession planning, and there are competent officers in the Operations Department ready to take up higher responsibilities.
He said a seasoned Assistant Director of the Operations Department will take over Mr Chan's job on an acting appointment, while his successor is chosen.
Mr Wong stressed the Operations Department will continue to rigorously and effectively enforce the law to bring the corrupt to book.
He also commended Mr Chan for his distinguished performance in carrying out anti-corruption duties steadfastly during his long service with the ICAC.
No 'mass exodus', 'tidy up'
On staff turnover, Mr Wong said the rate has been kept at a healthy level and there is no sign of a so-called 'mass exodus'. In the first half of this year, a total of 46 officers have left, including those returning to the government and retiring. The figure is comparable to the same period last year.
He also stressed the government has attached great importance to the ICAC's work and supports it. Any speculation about the Government's intention to 'tidy up' the ICAC is totally unfounded.
Mr Wong said all ICAC officers on directorate pay scale D3 or above are required to seek permission before taking up any paid employment within one year of their departure, to ensure there will not be any conflict of interest.
