Mandatory building inspection on the way

Secretary for Housing, Planning & Lands Michael Suen says the Government will amend the Buildings Ordinance as soon as possible to implement the mandatory building and window inspection schemes.

 

Mr Suen today told lawmakers that some changes have been made to the proposed schemes in light of public views. They include simplifying the schemes' requirements and lengthening the inspection cycle.

 

According to the paper the bureau submitted to the council, owners of private domestic (excluding those of three storeys or less), composite, and non-domestic buildings aged 30 or above must appoint a registered inspector to check the common areas of their buildings every 10 years and conduct any necessary rectification work.

 

The proposed mandatory window inspection scheme requires owners of private domestic (except those of three storeys or less), composite and non-domestic buildings aged 10 years or above to inspect all windows, both in common areas and within private premises, fixed and openable, every five years and conduct any necessary rectification work.

 

The bureau has started the preparatory work for the legislative drafting exercise.

 

It will be preferable to table the proposals at the Legislative Council by early next year, the bureau said. If the complex legislative drafting process does not allow an early completion of the bill, the alternative timetable will be to introduce the legislation to the council at the beginning of the 2008-09 legislative session.
