The Social Welfare Advisory Committee has backed the Government's proposed service model for victims of sexual violence and proposed amendments to the Domestic Violence Ordinance.
Speaking after the committee meeting today, chairman Wilfred Wong said members agreed with the concept of the new service model. Under it there will be designated social workers who will follow up sexual violence cases, a 24-hour hotline, and outreach services covering different regions. There will also be short-term accommodation service for victims.
"We believe the Government's proposed model can effectively improve services and enhance co-operation between departments, which will better take care of the unique needs of victims of sexual violence," he said.
On subvention, the committee supported the Government's long-standing policy of encouraging different sectors to participate in social services through different means, including provision of funding support.
Legislative amendment
The committee also discussed the Government's preliminary proposals for amendments to the Domestic Violence Ordinance.
"We believe the proposals can help strengthen protection for the victims of domestic violence. We hope the Government will take forward the legislative proposals as soon as possible," Mr Wong said.
Noting domestic violence is a multi-faceted issue, he said a multi-pronged approach should be adopted to tackle the problem. Legislative amendment is only part of the solution and cannot solve all issues.
"We understand the Government has implemented a number of measures in the past two years to strengthen its efforts in preventing and tackling domestic violence. Such efforts should be duly recognised," Mr Wong said.
