Privacy Commissioner for Personal Data Roderick Woo says there is a need to revise the Personal Data (Privacy) Ordinance to cope with Hong Kong's latest developments.
Speaking on a radio talk show this morning Mr Woo said the commission reviewed the ordinance in 2006 and submitted over 50 recommendations to the Government.
The major objectives of the review are:
* handling topics of public concern;
* striking a balance between public interest and privacy;
* enhancing the ordinance's efficiency and effectiveness;
* introducing preventive measures against potential data leakage; and,
* making detailed regulation adjustments.
Although he understood the Government needs time to consider the suggestions, he urged it to consult the public on the proposals as soon as possible and start legislative work.
On recent cases of patient and bank customer data loss, the commissioner advised the concerned organisations to examine their data systems for any possible loopholes. Enhancement measures should be implemented immediately, he said, adding the commission can offer assistance if necessary.
Mr Woo said the commission was given $37 million annually from 2003 to 2008 to maintain its operation. Due to the increased workload an additional $2 million will be given to the body in 2008-09. Noting there is an increasing demand for the commission's service Mr Woo urged the Government to consider allocating it more resources.
