The Basic Law has clearly stipulated that it is possible in future, if necessary, to amend the methods for selecting the Chief Executive according to the required legal procedures, Chief Executive CY Leung said today.
Speaking to the media before leaving for Kuala Lumpur to attend an ASEAN meeting, Mr Leung said people should not compare the Government’s reform proposals with what is considered the ideal, but rather, compare it to the existing electoral arrangements.
He added that the Government’s proposals are more democratic than the current method in which the chief executive is only returned by a 1,200-strong election committee.
Responding to reporters’ questions on whether the Central Government would pledge to further refine the electoral methods after implementation of universal suffrage in 2017, Mr Leung said there was no time and it was not necessary to do so.
Regarding yesterday’s High Court ruling on the judicial review lodged by Hong Kong Television Network, Mr Leung said the Government would seek legal advice before making any further decisions.
He stressed that all Executive Council decisions on free TV licence applications are lawful and comply with regulations.
