Secretary for Constitutional & Mainland Affairs Raymond Tam urges the pan-democratic legislators to listen to the views of Hong Kong people who hope to vote in the Chief Executive election in 2017.
After attending a radio programme, Mr Tam told reporters that "one man, one vote" system is universally recognised as the most essential element that is at the core of any democratic system in the world, and also the objective many people in Hong Kong have pursued for decades.
Noting that pan-democratic lawmakers have already claimed they would veto the reform proposals, Mr Tam said the Government would leave it to the people to express their views during the coming two months.
If there is sufficient public support for the reform proposals, the pan-democratic members - as representatives of the people - must listen to their views, he noted.
Otherwise, they may face political consequences in the coming District Council and Legislative Council elections for depriving 5 million people of the right to vote, he added.
