The Basic Law requires that Hong Kong’s election design has a balanced representation of all sectors, Chief Executive CY Leung says.
Speaking to the media after an event today, he said balanced participation in the election means there should be no leaning towards any specific sector.
For example, the financial sector, which largely contributes to the economy, should not have an advantage in an election, and sectors with no economic contribution, such as religious and sports groups, should have participation rights.
He added that the Government is concerned about the needs of grassroots citizens and measures like reinstating the Commission on Poverty and launching a poverty threshold have been recognised by the public.
