Secretary for Justice Rimsky Yuen says the Government is eager to discuss constitutional reform with students and other parties, but talks must be conducted in a rational manner.
Speaking to the media after returning from his London visit, Mr Yuen said the Government is open to dialogue before or during the second round of consultation on constitutional reform.
He said he hopes parties interested in reform talks show their sincerity.
On complaints of police abuse, Mr Yuen said grievances can be lodged through the legal process.
He reminded both protesters and disciplinary forces to abide by the law.
