The Government respects the Legislative Council’s authority to monitor its work but it should exercise its power in a mutually respectful manner, Chief Secretary Carrie Lam said.
Speaking to the media at the airport today, Mrs Lam said she has written to the council chairman to express concern regarding some lawmakers’ behaviour aimed at obstructing Government policies' implementation.
Such behaviour, for example using filibustering to delay passing policy proposals, is also against public interest and expectation.
She noted a number of items relate to people’s livelihood, such as the proposed Low-income Working Family Allowance, which must be passed before the summer break to be implemented as planned.
She hoped that the council would handle the matter seriously.
As to whether a fine system should be introduced as a deterrent, she said she had learned during her visit to Germany’s parliament that it does impose fines to ensure, among other things, that lawmakers attend meetings on time. It is up to LegCo to consider what should be done, she said.
