District councillor gets suspended sentence

Tsuen Wan Magistracy has sentenced Kwai Tsing District Councillor Leung Kwong-cheong to 16 months' jail suspended for three years for making more than $69,000 in false expense reimbursement claims for activities held by non-profit organisations and a mutual aid committee. He has been fined $130,000.

 

Leung, 53, pleaded guilty to 13 counts of fraud at Tsuen Wan Magistracy in August.

 

In July 2002 Leung told his friend he would use their skincare company to issue merchant receipts to facilitate his claim of subvention for activities he organised. The friend agreed but reminded Leung to notify him whenever he issued receipts in the name of his company, however, he never did so.

 

From July 2004 to December 2006 Leung falsely said the company provided the services in 10 receipts, and with intent to defraud induced the district council to pay $55,120 to seven non-profit making organisations and a mutual aid committee.

 

He made similar false representations in March 2004 to August 2006 in three other receipts, and induced the council to pay $13,900 to another non-profit making organisation.
