ICAC arrests man wanted for counterfeiting

*
ICAC

A man wanted by the ICAC for his alleged involvement in the counterfeiting of $300 million worth of CD-ROMs and VCDs appeared in the Court of First Instance this afternoon after Police escorted him from Lanzhou City, Gansu Province.

Tsoi Chung-wang - also known as Tsoi Kei-lung and Tsoi Tung-kei - the 48-year-old  former director of Golden Science Technology Limited, was returned to Hong Kong via Beijing last night, with the help of China's Interpol National Central Bureau, the Lanzhou Municipal Public Security Bureau, and Hong Kong Polices Liaison Bureau.

ICAC officers arrested Tsoi at the Hong Kong International Airport upon his arrival last night. No plea was taken today. Madam Justice Bokhary adjourned the case until October 27, and remanded Tsoi in the Correctional Services Department's custody.

Husband, wife alleged counterfeiters

The conspiracy charge alleged Tsoi of conspiring with his 39-year-old wife Ng Yee-nei - also known as Ng Kam-fung and Ng Yuk-yan Lili - and three other people to defraud copyright owners by illegally copying and distributing films, computer games, sound recordings and software between June 1997 and April 1998.

Tsoi was also charged with 19 offences under the Copyright Ordinance and Trade Descriptions Ordinance.

The ICAC arrested Tsoi and Ng in April 1998 during a corruption inquiry. They were later charged and ordered to stand trial at the Court of First Instance on November 19, 2001. When they failed to turn up, the court issued warrants for their arrest and ordered their $1.25 million in bail money forfeited.

Anyone who has information on Ngs whereabouts or any other information which may lead to her arrest is urged to contact the ICAC on its 24-hour hotline, 2526 6366.  Information received is treated in strictest confidence.
