The Government announced that Secretary for Constitutional Affairs Stephen Lam will cover the security portfolio under his own title until the new Secretary for Security is appointed.

The arrangement is in line with the standard arrangements for Directors of Bureau covering the absence of Principal Official colleagues, since the Accountability System was introduced in 2002.
