More than 19,300 transport complaints and suggestions were received last year, down 4.4% on 2007.
The Transport Complaints Unit said the major areas of concern were related to public transport services (80%), enforcement matters (13%) and traffic conditions (5%).
The number of complaints and suggestions on public transport services fell by 0.3% to 15,352.
The number of complaints and suggestions on franchised bus services decreased from 3,367 in 2007 to 3,122 in 2008, while complaints and suggestions on minibus services fell from 3,629 to 3,248.
Taxi cases rose from 7,717 to 8,005, mainly due to complaints about driver malpractices like overcharging, conduct and failure to take the most direct route.
Complaints and suggestions on rail services rose from 576 to 860, mainly due to complaints about audio-visual broadcasting on Mass Transit Railway trains.
