No decision taken on CT10 site

Although the Government-commissioned study "Hong Kong Port - Master Plan 2020" identified two locations for the construction of Container Terminal 10, no decision has yet been taken, Secretary for Economic Development & Labour Stephen Ip says.

 

Speaking in the Legislative Council in reply to a question from lawmaker Leung Yiu-chung, Mr Ip said to possible sites for the container terminal are Northwest Lantau and Southwest Tsing Yi.

 

The administration will first conduct an ecology study on the Northwest Lantau site and update the port cargo forecast to determine the best time to build the new terminal.

 

Although the consultants widely consulted the industry and the public, all concerned parties will have an opportunity to express their views before any decision is made. The bureau is carefully analysing the 25 written submissions already received regarding the new terminal's location, Mr Ip said.

 

The chosen site will be subject to a feasibility study as well as a detailed environmental impact assessment. When it is ready, the public can offer their comments on the project profile and the EIA Report.

 

The development of CT10 would also need to comply with the Town Planning Ordinance  and the Foreshore & Seabed (Reclamation) Ordinance. A draft Outline Zoning Plan covering the CT10 development would need to be prepared and gazetted for the public to inspect, comment or raise any objections.

 

If the container terminal development involves reclamation, the project would also need to be gazetted for the public to comment and raise any objection in accordance with the FS(R)O.

 

"The Administration would consult the public on various aspects concerning the preferred site for CT10 development in accordance with established procedures, so that the public would have opportunities to offer their views on the environmental, planning and reclamation aspects," Mr Ip stressed.
