Height controls set to preserve cityscape

*

To preserve mountain views and views of Victoria Harbour, building height controls have been incorporated in 15 of the 21 outline zoning plans along the harbourfront, and similar controls will be included in other appropriate plans, Secretary for Housing, Planning & Lands Michael Suen says.

Replying to legislator Chan Yuen-han's query in the Legislative Council, Mr Suen said a consultation on building height controls for Kwun Tong and Kowloon Bay business areas was conducted from May to July. The majority of the views support incorporating such restrictions into statutory outline zoning plans to preserve ridgelines and enhance the appearance of business areas.

While consultation results will be announced early next year, the Planning Department has accorded priority to these business areas, and a review of height controls under the Kai Tak (South) and Kai Tak (North) outline zoning plans has also commenced, Mr Suen added.

On land leases without building height restrictions, Mr Suen pointed out that proposed developments still have to comply with the relevant requirements stipulated in relevant outline zoning plans and the Buildings Ordinance.

The Planning Department will regularly review the outline zoning plans with a view to deciding whether building height restrictions are needed.
