Agenda's implementation needs consensus

Central Policy Unit Head Prof Lau Siu-kai says the Government needs to balance different parties' interests when implementing the action agenda proposed by the four focus groups established at an economic summit in the wake of the nation's 11th five-year plan.

 

Speaking on a radio talk show this morning, Prof Lau said the Government needs to lead our community to reach a consensus on issues that may cause conflict of interests.

 

It should turn the document into an action agenda for the whole society and ensure everyone can enjoy the benefits brought about by the proposed measures, he noted.

 

The economic summit held last year had indicated that Hong Kong wants to take a more active role in the country's development, Prof Lau said, adding the city should boost its strengths and act as a bridge between the Mainland and the world.

 

On the action agenda's implementation schedule, he said government bureaux will study the proposal in details to decide its work priority. It will also start discussions with the concerned Mainland authorities.

 

HK's uniqueness

Prof Lau also downplayed worries that economic integration with the Mainland will make Hong Kong lose its characteristics and turn into an ordinary Mainland city.

 

He said under the "One country, two systems" principle, Hong Kong can definitely maintain its uniqueness and operation mode.

 

Noting Hong Kong and other Mainland cities' relations involve both co-operation and competition, Prof Lau advised people to work hard to make sure Hong Kong is the best development platform for our Mainland counterparts.
