Chief Secretary Henry Tang urges the Legislative Council to adopt effective means to ensure public officers attending the council's meetings - including the remaining Special Finance Committee meetings - will not be subject to offensive language or behaviour.
In his letter to LegCo President Jasper Tsang, House Committee Chairman Miriam Lau, and Finance Committee Chairman Emily Lau today, Mr Tang said two lawmakers repeatedly used vulgar and offensive language against the officers attending the Special Finance Committee meeting yesterday, when the committee examined the Constitutional & Mainland Affairs Bureau's estimates.
Although the lawmakers' act departed from the LegCo Rules of Procedures, the Finance Committee Chairman had not reminded the council members that they should not use such language which breached the rule.
"We note that some Members have repeatedly challenged the Rules of Procedures by using grossly improper and offensive language and behaviour despite the fact that we have written several times to LegCo expressing our deep concern over such behaviour.
"Such acts seriously departed from the spirit of mutual respect which underlies the Rules of Procedures and for which we express our deep regret," Mr Tang added.
