'One country, two systems' is an integral concept which cannot be separated, President Hu Jintao says, stressing 'one country' is the prerequisite of 'two systems'.
Speaking at the third-term HKSAR Government inauguration ceremony this morning, he urged Hong Kong people to unite and work together for the long-term prosperity and stability of Hong Kong and the country. By uniting, being inclusive, and working for public interests, there are no problems or differences that cannot be settled.

President Hu said the Central Government hopes Hong Kong and the Hong Kong people have a better future. In concluding the past 10 years' experiences, President Hu said it is important to fully implement the 'One country, two systems' policy and strictly comply with the Basic Law.
He said the Basic Law is the foundation of rule of law in Hong Kong, and the Basic Law provisions on Hong Kong's political system suit Hong Kong's actual situation and legal status. Hong Kong can therefore develop its political system gradually on the basis of the Basic Law.
Focus on economic development
President Hu also said that Hong Kong should concentrate on developing the economy and improving people's livelihood, so that society can remain stable and a democratic system that is suitable for Hong Kong can be developed.
It is also important for Hong Kong to build a stable and harmonious society, as it is a basic requirement for a good business environment and better livelihood for the people, President Hu said.
"Although people in Hong Kong have different needs, most of them love their country and Hong Kong, so they have common benefits," President Hu said.
He said that the stable, prosperous and democratic development of Hong Kong since the Special Administrative Region's establishment proves the success of 'One country, two systems'. He said Hong Kong people have the wisdom and ability to build and manage Hong Kong, and the Central Government provides the backing for a prosperous Hong Kong.
