The proposed guidelines on election-related activities regarding the Chief Executive elections will raise the penalty for those breaching the rules and acting improperly, the Electoral Affairs Commission says.
Set for public consulation between November 16 and 29, the guidelines would lift the jail term to six months from three for offences relating to secrecy of votes, and to unauthorised filming, photographing and audio/video recording within the polling station.
The guidelines have also set out the polling arrangements for an uncontested election, in addition to that for a contested election, following provisions in the law.
