Congestion charging mechanisms mooted
*

A report on better air quality will be rolled out later in the year to garner public views on issues such as congestion charging mechanisms, banning idling engines, and better energy efficiency and conservation measures. A new invitation and response document on population policy will also be launched by June.

Chief Secretary for Administration Rafael Hui, who also chaired the Council for Sustainable Development, said the launch of the documents will signify a major step for the council to address Hong Kong's long-term sustainability, working hand in hand with the community.

"The issue of air quality is a critical one. We need everyone in the community to help tackle the problem," the council's vice-chairman Edgar Cheng said.

The Study Group on Better Air Quality, chaired by Mr Cheng, submitted to the council at today's meeting the group's findings on the wide range of issues contributing to Hong Kong's air quality. A report will be prepared to take into account views expressed by members, and this will be published later in the year.

On population policy, the new invitation and response document will form the basis for engaging the community in discussing population issues with a bearing on Hong Kong's sustainability.

Building on the experience in the first engagement exercise, the council will continue with its broad-based and inclusive engagement process to invite public views on demographic issues during the summer. Forums, workshops, a strategy summit and roving exhibitions will be held while a new strategy website and bulletins will be available to keep stakeholders informed of the exercise.
