Hong Kong is continuing to make progress on the democratic front, Secretary for Constitutional Affairs Stephen Lam says.

 

Responding today to the US Congressional report on Hong Kong, Mr Lam said the city should work with Beijing on constitutional development, as it is not a sovereign entity.

 

"This is the arrangement of One Country, Two Systems. This cannot be understood to be an erosion of Hong Kong's high degree of autonomy," he said.

 

Mr Lam said the ultimate aim of universal suffrage is supported by all parties, by Beijing and Hong Kong, adding the community needs to discuss the pace, speed and form for attaining the aim of universal suffrage.

 

He hopes the US Congress, foreign governments and parliaments will continue to respect that Hong Kong affairs are for Hong Kong to manage according to the Basic Law.
