Reaching a consensus with the central authorities before determining the arrangements for the constitutional review is an appropriate option for Hong Kong, Chief Secretary Donald Tsang says.

Speaking on a radio talk show this morning, Mr Tsang said the Chief Executive decided to set up a task force to deal with the issue because it not only involves Hong Kong's internal affairs, but also its communication with the Central Government.

In accordance with the Basic Law, the central authorities have constitutional responsibility and authority in relation to the development of the political structure within the HK Special Administrative Region, he stressed.

Urging people to deal with the issue calmly, Mr Tsang believes the Central Government and Hong Kong people share the same objectives.

Mr Tsang said there is enough time for us to settle the issue, adding that he aims to act as a bridge to facilitate communication between the Central Government and Hong Kong people.

Speaking on another radio show, Secretary for Constitutional Affairs Stephen Lam stressed that it is necessary for Hong Kong people to understand the Central Government's concern before determining the relevant working arrangements.

Knowing local residents have high expectations for constitutional development, Mr Lam promised the Government will have communication with everyone involved, not only with the Central Government, but also with our community.
