The 2003 District Council election kick-off ceremony was held tonight.
Officiating were Secretary for Constitutional Affairs Stephen Lam, Secretary for Home Affairs Dr Patrick Ho and Electoral Affairs Commission head Justice Woo Kwok-hing.
They called on voters to cast their ballots at the November 23 election.
Mr Lam said the councils have been playing an important role in district administration.
"They have made tremendous efforts in improving the environment, in organising cultural and sports activities, and in funding district works programmes," he said, adding that people's votes can make Hong Kong a better place.
Dr Ho said the councils are an important channel of communication between the Government and the public.
"The administration will enhance co-operation between Government departments and the District Councils so that Government policies will better meet the needs of the public," he said.
Mr Justice Woo said vote counting will be done at polling stations, adding: "With this new arrangement, election results will be ready quicker than before."
A series of promotional activities have been lined up, including advertisements on television and radio, and posters on public transport systems.
