Secretary for Security TK Lai says Police can deal with any unexpected incidents, adding the force's next move depends on developments in the protest action.
Speaking to the media today, Mr Lai called on protestors blocking major thoroughfares to calm down and disperse peacefully.
He said the road blockages are affecting transportation, emergency services and people's daily lives.
Classes at all schools in Wan Chai and Central & Western districts and some commercial activities are suspended.
He said he respects people's right to express opinions but they should express them in peaceful and rational ways.
Police will take appropriate action against unlawful activities, he added.
