The exemption for carrying powdered formula is only for travellers' personal use, Secretary for Food & Health Dr Ko Wing-man says.
Speaking to the media today, Dr Ko said anyone exporting formula as cargo or by post must obtain an export licence from the Trade & Industry Department.
On avian influenza precautions, he said a special blood test for live poultry was introduced two days ago, and has so far yielded no positive results.
He also appealed to the public to donate blood, as supply is running low during the winter peak season, and group donors like schools are unavailable due to examinations and holidays.
