Chief Executive CY Leung says public money should be spent on appropriate areas, which is a financial management philosophy shared within the Government.
Speaking to reporters today, Mr Leung said the 2014 Policy Address stated public funds should be spent on the needy, on nurturing the next generation, on improving the city's competitiveness, on improving people's livelihoods and on investing in the future. All officials within the Government share this philosophy, he added.
The Government will take the challenge of an aging population seriously, he said, and will adhere to Basic Law requirements such as keeping expenditure within revenue limits and striving to achieve a fiscal balance.
The middle class covers a broad sector of society, he said, and their demands are diverse. The 2014 Policy Address has responded in areas such as education, economic development and improving competitiveness.
