The Government has no fear of judicial challenges on the co-location plan for the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link because it has a solid legal foundation.
Chief Executive Carrie Lam made the statement today during her visit to Beijing, saying the “three steps” approach has provided a secure legal foundation for the plan.
On the seeking of a judicial review on the plan by some people, Mrs Lam said the Government respects their right to do so.
She said Hong Kong people in general understand the plan, and some opinion polls show most people support the plan and hope the rail link can open as soon as possible.
On the implementation of the plan, there is no need to seek the National People's Congress Standing Committee's interpretation of the Basic Law, Mrs Lam added.
