Secretary for Justice Rimsky Yuen says the Central Government is still drafting the national security law, so it is too early to say whether it should be implemented in Hong Kong.
Speaking to reporters today, Mr Yuen said the Basic Law stipulates clearly that national laws cannot be applied in Hong Kong, except for those listed in Annex III of the constitution.
For any national law to be included in Annex III it must undergo certain steps, such as being studied by the Hong Kong Basic Law Committee, and he does not see any plan to do so for now.
