The Public Sentiments Report is now in the writing stage, Chief Secretary Carrie Lam says, adding she will strive for pan-democratic lawmakers' support for political reform.
She made the statement after attending the Legislative Council meeting today.
She said new opinions come every day and some investigative agencies want to include their latest surveys, so the report is still being prepared.
The report's submission to the Hong Kong & Macao Affairs Office will depend on the latest political developments, she added.
On a proposal to form a platform to engage different sectors of society for the discussion of long-term constitutional development, she said the Government is willing to consider the plan. However, it will only discuss constitutional development after 2017.
Mrs Lam also said two-thirds (47 out of 70 legislators) support is needed for the implementation of universal suffrage for the Chief Executive Election in 2017. Pan-democrats hold 27 votes now, she said, adding she will strive to gain as many votes from them as she can.
