High degree of autonomy assured: CE

Hong Kong's high degree of autonomy is clearly stipulated in the Basic Law, says Chief Executive CY Leung.
Speaking to the media today on the Central Government’s White Paper on the 'One country, two systems' principle, Mr Leung said this does not mean complete autonomy, as the Central Government retains certain powers such as the right to appoint Hong Kong's Chief Executive.
He reiterated that the 'One country, two systems', 'Hong Kong people ruling Hong Kong' and 'high degree of autonomy' principles stipulated in the Basic Law have not changed since its promulgation in 1990.
He said the paper also reviews the successful implementation of 'One country, two systems' in Hong Kong over the past 17 years, and how the principle can be upheld for the benefit of Hong Kong and the whole country.
