Chief Executive CY Leung says the publishing of the White Paper on the 'One country, two systems' principle in the Hong Kong Special Administrative Region was planned for a year and was not for any events that may take place in Hong Kong.
Briefing reporters today, Mr Leung said the Hong Kong Government found that foreign countries were concerned about the implementation of the 'One country, two systems' policy and the 'Hong Kong people administering Hong Kong' principle.
He said it was appropriate for the Central Government to publish this paper to review the implementation of 'One country, two systems' and provide further explanation in multiple languages on the policy, as well as the 'Hong Kong people administering Hong Kong' and 'high degree of autonomy' principles.
He said the publishing of the paper was planned for a year, and it had to be translated into seven languages. It did not suddenly happen in recent months due to any event that may happen in Hong Kong in the next few weeks.
