The constitutional reform consultation is a priority for the current-term Government this year, Chief Secretary Carrie Lam says, adding the Basic Law Article 23 legislative exercise is not a priority at the moment.
Speaking to reporters today, Mrs Lam said lawmakers have an important role in constitutional reform because the proposal tabled at the Legislative Council by the Chief Executive must be passed by a two-thirds majority of legislators.
So the Government has tried to liaise with them in different ways, such as dinners organised by her, she said.
