Hong Kong Special Administrative Region passport holders still require a visa to enter Brazil because the agreement between the two governments on exemption of visa requirements has not yet come into force.

The Brazilian Consulate General has agreed to put in place some special interim arrangements. Those who have already departed for Brazil will be allowed to enter without a visa.
