Drainage officer jailed for fraud

Drainage Services Department Chief Technical Officer Wong Koon-wah has been jailed four months at Eastern Magistracy for swindling $125,000 in loans from colleagues and accepting $70,000 in unauthorised loans from subordinates.

 

Wong, 53, admitted to three counts of accepting an advantage without permission, and five counts of fraud and one of theft.

 

Magistrate Li Wai-chi rebuked him for his dishonesty, which warranted a custodial sentence.

 

In October 2003, Wong asked for and accepted in two payments a $60,000 loan from a subordinate on the pretext he needed money to hire lawyers for his son.

 

In July 2004, Wong asked for and accepted another loan of $10,000 from a second subordinate. Between November 2003 and August 2004, he cheated five other colleagues into granting him $125,000.

 

Wong also stole a SIM card from a contractor for his personal use, causing $9,000 in phone charges.
