4 charged for deceit

Four people have been charged by the Independent Commission Against Corruption for allegedly conspiring to defraud the Food & Environmental Hygiene Department of $106 million in cleaning contracts.

 

Ha Kam-kaye, 71, Wai Hong Waste Management general manager; Wong Siu-sing, 42, A&T Service Company operator; Ng Wai-ming, 38, Ming Kee Cleaning Services proprietor; and Tam Man-kwong, 56, Wai Shing Cleaning Company proprietor appeared in Eastern Magistracy today. No pleas were taken and Magistrate Ian Candy adjourned the case to November 3, pending transfer to the District Court.

 

One of the charges alleges Ha and Wong conspired with others to defraud the department by falsely representing that Wong and the cleaning workers recruited by him were all employees of Wai Hong. They allegedly concealed that the two contracts awarded to Wai Hong by way of tender had been subcontracted to Wong. They also allegedly falsely represented that the contracts were performed by Wai Hong, causing the department not to take proper action against it.

 

Ha and Ng were charged with a similar offence for the subcontracting of three other contracts. Ha and Tam faced another similar offence.

 

Ha, Ng and Tam were granted $50,000 bail each, with Wong bailed for $30,000.
