Independents to review judicial remuneration

Chief Executive Tung Chee Hwa has asked the Standing Committee on Judicial Salaries & Conditions of Service to make recommendations on an appropriate institutional structure, mechanism and methodology for the determination of judicial remuneration.

 

The committee comprises Chairman Christopher Cheng, laymen Victor Fung and Henry Fan, barrister Anthony Neoh and solicitor Herbert Tsoi. It will submit its recommendations to the Chief Executive by October.

 

In recognition of the Judiciary's independent status, the Government has been in discussions with it for some time on the establishment of a new institutional structure, mechanism, and appropriate methodology for the determination and revision of judicial pay and conditions of service.

 

Independent assessment more beneficial

In May 2002, the Judiciary commissioned Sir Anthony Mason to undertake a consultancy study with a view to recommending an appropriate system for the determination of judicial remuneration in Hong Kong.

 

On April 23 last year, the Chief Justice submitted to the Chief Executive the Judiciary's proposal that the views and recommendations contained in the consultancy report should be adopted.

 

Having considered the proposal, the Chief Executive feels it will be in the overall interests of Hong Kong to ask an independent body to make recommendations to him on the appropriate institutional structure, mechanism and methodology for the determination of judicial remuneration.
