Election candidate charged for bribery

A defeated candidate of the 2003 Kowloon City District Council By-election (Hoi Sham Constituency) has been charged by the ICAC for allegedly treating voters to dimsum in return for their votes.

 

Lam Hoi-sing, 46, faces two charges under the Elections (Corrupt & Illegal Conduct) Ordinance.

 

The first alleges Lam had engaged in corrupt conduct by meeting all or part of the cost of providing food, drink and entertainment for people attending an elderly afternoon tea gathering on December 30 last year to induce them to vote for him.

 

The second charge alleges Lam failed to include all or part of the expenses incurred at the tea gathering when declaring election expenses to the Chief Electoral Officer.

 

He has been released on bail and will appear in Kowloon City Magistracy on Wednesday.
