Cost cuts will not affect legal services

The Department of Justice strives to achieve savings without compromising the quality of legal services, Secretary for Justice Elsie Leung says.

 

She told Legislative Councillors today that the proposed provision of $988.4 million for 2003-04 has already reflected a 1.8% efficiency saving, which is equivalent to about $17.5 million in dollar terms.

 

Judicial Administrator Wilfred Tsui also said the Judiciary will enhance effectiveness and efficiency through re-organising and re-engineering of services.

 

Though the Judiciary has to deal with budgetary constraints, it is of fundamental importance that the quality of justice must not be compromised, he added.

 

On new services, the Judiciary will launch next month the first Technology Court which offers facilities like multimedia presentations and an electronic documentation and exhibits handling system.

 

Mr Tsui said a two-year trial scheme will also be launched to streamline matrimonial procedures.

 

For unrepresented litigants, the Judiciary will set up a resource centre to help them deal with court procedures.

 

It will also facilitate them to gain access to various pro bono legal services provided by the profession and others, he added.
