World Trade Organisation Agreement on Government Procurement has not changed the Government's procurement policy, which protects public interests, Deputy Director-General of Trade & Industry Carol Yip says.
Speaking on a radio talk show today, Ms Yip said the policy aims to achieve the best value for money and maintain open and fair competition.
She said by encouraging participation through open, fair and transparent procurement procedures and practices, the Government seeks to obtain the most competitive tenders. This has also served the public interest. For example, public works procurements are conducted transparently by way of the approved list of contractors which comprise local and overseas enterprises.
Bids will be assessed according to tender requirements. Contracts cannot be awarded to bidders offering the lowest price. No requirement for local production or use of pre-fabricated units in construction works will be imposed as this will be subject to successful bidders' decision.
Ms Yip said Government spending on public works has grown in recent years, adding more jobs will be created by stimulating economic development.
