The draft of Kennedy Town and Mount Davis Outline Zoning Plan has been approved, the Town Planning Board announced today.
The approved plan covers about 172 hectares, bounded by Belcher Bay to the north, Sulphur Channel to the west, Hill Road and Pok Fu Lam Road to the east, and Mount Davis Road to the south.
About 23.11 hectares is residential (Group A) area for high-density residential development. It includes two public housing estates, Sai Wan Estate and Kwun Lung Lau, and private developments located mainly at the eastern part of the area.
The Belcher's, The Merton and La Maison Du Lord are subject to gross floor area restrictions and requirements to provide public open space or Government, institution or community facilities.
About 7.91 hectares is residential (Group B) area for medium-density residential development, including Hillview Garden to the north of Pok Fu Lam Road, the residential sites along Mount Davis Road and Victoria Road, and a site at Lung Wah Street.
About 2.1 hectares is residential (Group C) area for low-rise, low-density residential developments, subject to plot ratio, building height and site coverage restrictions.
The residential (Group C) sites at Sands Street, Tai Pak Terrace, Li Po Lung Path, Ching Lin Terrace and To Li Terrace are under a maximum plot ratio of five and a maximum building height of 12 storeys to address the problems of loading and unloading, limited emergency vehicular access and fire safety concerns.
Change of land use at Sai Ning Street
Two industrial buildings and a piece of vacant land at Sai Ning Street, about 0.22 hectare in all, are residential (Group E) area to encourage the phasing out of the existing industrial uses.
A 0.52-hectare site at Forbes Street is a comprehensive development area with the provision of public open space, community facilities and a pedestrian escalator link connecting Lung Wah Street with Forbes Street through Kwun Lung Lau.
A 0.76-hectare site now occupied by godowns and wharf facilities along Sai Ning Street will be for industrial purposes.
A number of sites with a total area of 30.99 hectares will be for Government, institution or community purposes. About 5.34 hectares of land will provide outdoor public space.
About 8.42 hectares of land, including the Western District public cargo working area, a public cargo-handling area at Sai Ning Street and a pier to the east, a petrol filling station at Victoria Road, the Chiu Yuen Cemetery, and the above-ground Island West Refuse Transfer Station facilities, are set aside for other specific purposes.
70ha reserved as green belt
The former Mount Davis cottage area will be determined according to the final alignment of Route 7. The rest of the area, about 69.34 hectares, mainly comprises the slopes of Mount Davis, are deemed "Green Belt".
The approved plan No. S/H1/16 is available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in the North Point and Sha Tin Government Offices, the Hong Kong District Planning Office and the Central & Western District Office.
