The Broadcasting Authority is inviting public views on the review of in-programme promotions and announcement of programme changes in the code of practices for television programmes.

 

According to the existing provision in the Generic Code of Practice on Television Programme Standards, domestic free TV and pay TV programme service licensees are allowed to broadcast programme promotions with superimposed text within a programme segment, subject to certain restrictions.

 

Restrictions on in-programme promotions in programmes or channels acquired for direct re-transmission on pay TV are waived, as the licensees normally cannot control the presentation.

 

On grounds of equity, the authority is considering giving the digital terrestrial TV the same waiver. The authority also suggests extending the provision to programmes without breaks and reviews the time-allowance for in-programme promotions.

 

When there is any change in the programme schedule, both the free and pay TV licensees should take reasonable steps to inform viewers, including making on-screen announcements at the scheduled time and at other appropriate times when the intended audience might be watching television.

 

To provide more flexibility to the licensees, they will be allowed to make such announcements in the form of superimposed text within programmes, subject to certain conditions so as to protect young viewers and avoid information cramming in a programme.
