Ready to respond: Secretary for Housing, Planning & Lands Michael Suen says action will be taken if shortcomings in the existing system are identified.

Secretary for Housing, Planning & Lands Michael Suen says a review of the policy to promote green and innovative buildings will be expedited, aiming for completion in six to nine months.

The review will examine the policy's effectiveness; its effect on building height, bulk and density; and the appropriateness of imposing a maximum gross floor area in land leases. The existing internal review committee working on this area will be expanded.

Responding to the independent inquiry committee's report on the Sai Wan Ho development project today, Mr Suen said the Government accepts the committee's conclusions and recommendations.

Some recommendations have already been implemented while follow-up actions are being taken on other observations and views made in the report.

Noting that public transport termini will be included in gross floor area calculation, Mr Suen said the idea of imposing the maximum gross floor area in land leases as one of the measures to govern the height, bulk and density of developments is under consideration.

On how the Building Authority's discretionary powers are exercised, Mr Suen stressed the report does not indicate any failings in the existing system.

"I think we are more concerned with the shortcomings of our system. If there are any shortcomings in our system identified in the report, we will certainly take action."

When asked whether disciplinary action will be taken against former Building Authority Leung Chin-man, Mr Suen said the Civil Service Bureau will study the committee's report in detail before coming to a decision.
