The Chief Executive in Council has approved the draft Tong Yan San Tsuen Outline Zoning Plan with 268 hectares of land, or 42%, zoned as "Green Belt" or "Conservation Area" and 128 hectares, or 20%, zoned residential.
The Planning Scheme Area covers about 647 hectares in the southwestern part of the northwest New Territories and in the immediate southwest of Yuen Long and northeast of Tuen Mun.
The "Green Belt" occupies 139 hectares. Another 129 hectares near Tai Lam Country Park is zoned "Conservation Area". Areas designated for residential developments are mainly found along Castle Peak Road and to the south of Yuen Long Highway.
Sites zoned for residential development include two hectares declared "Residential (Group A)", 65 hectares "Residential (Group B)", 13 hectares "Residential (Group C)", and 48 hectares "Residential (Group D)".
Three hectares is zoned "Comprehensive Development Area". A site to the west of Hung Tin Road and a site at Tan Kwai Tsuen are under this zoning. About 60 hectares is zoned "Village Type Development", including existing villages of Fui Sha Wai, Lam Hau Tsuen and Shan Ha Tsuen.
Industrial zone
The San Hei Tsuen industrial area with 15 hectares is zoned "Industrial", while an area to the south of Yuen Long Highway with more than 10 hectares is designated "Industrial (Group D)".
An area to the south of Yuen Long Highway and west of Lam Hau Tsuen is zoned "Open Storage". With about 4.8 hectares, the area will cater for open storage uses and to regularise existing open storage.
To cater for local and district needs, 15 hectares is zoned "Government, Institution or Community", and about eight hectares zoned "Open Space". About 101 hectares to the west of Kung Um Road is zoned "Undetermined" pending further study.
The approved plan is available for inspection at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office, the Ping Shan Rural Committee, and the Shap Pat Heung Rural Committee.
