Heavier penalties and strengthened enforcement on traffic offences are needed to enhance deterrence, while continuous education and publicity can instil a better driving attitude, Transport Advisory Committee chairman Teresa Cheng says.

The committee was briefed today on proposals to enhance road safety, which include a whole range of measures covering legislation, enforcement, publicity, education as well as the use of technology to combat poor driving and enhance safety awareness.

"We welcome the comprehensive package of initiatives proposed by the administration. Driving attitude and behaviour have a great bearing on road safety," Ms Cheng said.

The committee was also briefed by the Planning Department on its Stage 1 public consultation on the planning review for Kai Tak.

Ms Cheng said the Government's effort to engage the community in building the visions for this major waterfront site in Victoria Harbour is appreciated, adding this will facilitate the preparation of development options for the site for further discussion in the community.

She hopes the Government will fully take into account public comments in taking the matter forward.
