The Chief Executive in Council has approved the draft Kwai Chung Outline Zoning Plan. Under the plan, 361 hectares - about 35% of the total - have been zoned as "green belt" and "open space".
The area, of about 1,025 hectares, is situated in Tsuen Wan New Town within the Kwai Tsing Administration District.
About 252 hectares are zoned "green belt", covering mainly steep slopes in the eastern part of the area, and is intended to define the outer limits of Tsuen Wan New Town and for the conservation of areas with high scenic and landscape values.
109ha zoned 'open space'
About 109 hectares are zoned "open space", which includes the Central Kwai Chung Park and the Kwai Chung Sports Ground.
About 4.6 hectares are zoned "commercial", covering existing developments including Metro Plaza and the Kwai Fong Multi-storey Car Park near Kwai Fong MTR Station.
About 7.1 hectares are zoned "comprehensive development area". More than half of the area under this zone covers the Kau Wa Keng valley floor and the area occupied by the Kau Wa Keng Old Village.
The existing industrial low-rise buildings at the junction of Cheung Wing Road and Kwok Shui Road, and an area at the junction of Wo Yi Hop Road and Ta Chuen Ping Street are also designated as "comprehensive development area" sites.
About 183 hectares are zoned "residential (Group A)" for high-density residential developments, covering public and private housing estates.
About 15 hectares are zoned "residential (Group B)" for medium-density residential development, mainly in the southeastern part of the area.
Obsolete industrial buildings can be redeveloped
About three hectares are zoned "residential (Group E)" to encourage the phasing out of industrial uses. It provides an opportunity for redevelopment of existing obsolete industrial buildings.
About 2.6 hectares are zoned "village type development", mainly covering the existing Ha Kwai Chung Village.
About 49 hectares are zoned "industrial" to ensure that sufficient industrial land is reserved to provide employment opportunities for the labour force of Tsuen Wan New Town as a whole.
About 117 hectares are zoned "Government, institution or community".
About 173 hectares are zoned "other specified uses" for container terminals and container-related uses, petrol filling stations, a cemetery and crematorium, sewage treatment works, sewage screening plant, and an electricity substation.
Plan available for public inspection
The approved Kwai Chung OZP No. S/KC/21 is available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Tsuen Wan & West Kowloon District Planning Office, and the Kwai Tsing District Office.
Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.
