The Chief Executive in Council has approved the draft Hung Lung Hang Outline Zoning Plan, which aims to conserve the natural landscape, maintain the area's rural character and retain both active and fallow agricultural land for farming uses.
It also intends to designate land for village development and expansion to meet the needs of the indigenous villagers.
The planning scheme area, of about 380 hectares, is located to the northeast of Fanling and Sheung Shui.
About 246 hectares of land, which covers the vegetated knolls near Hung Lung Hang and the mountain ridges from Tsung Shan, Ma Tau Leng, High Hill, Cham Shan and Cheung Po Tau, are zoned "Green Belt" to define the limits of urban and sub-urban type development, contain urban sprawl and provide passive recreational outlets.
There is a general presumption against development within the "Green Belt" zone.
Another 121.3 hectares of land is zoned "Agriculture" to retain and safeguard the good quality agricultural land and fallow arable land with good potential for rehabilitation for agricultural purposes.
Seven hectares are zoned "Village Type Development" to demarcate two existing recognised villages, Siu Hang Tsuen and Siu Hang San Tsuen, and areas suitable for village expansion.
About 1.1 hectares of land is zoned "Government, Institution or Community" to reflect the existing Table Hill Fresh Water Service Reservoir at Cheung Po Tau.
Approved plan available for inspection
The approved Hung Lung Hang OZP No. S/NE-HLH/4 is now available for public inspection during normal office hours at the following locations:

*Shatin, Tai Po and North District Planning Office, Planning Department, 13th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin;
*North District Office, 3rd Floor, North District Government Offices, 3 Pik Fung Road, Fanling;
*Ta Kwu Ling District Rural Committee, Ping Che Road, Ta Kwu Ling; and
*Fanling District Rural Committee, 3 Luen Fat Street, Luen Wo Hui, Fanling.
Copies of the approved plan are available for sale at Map Publications Centres in North Point and Yau Ma Tei. The plan can be downloaded for free from the Town Planning Board's website.
